THE NATIONAL POLICY OF THE SOVIET STATE IN THE CONTEXT OF HISTORICAL KNOWLEDGE (THE CASE OF NATIONAL-TERRITORIAL FORMATIONS IN SIBERIA IN THE 1930S – 1960S)

Abstract:
The issues of the national territories in Siberia in the 1930s – late 1960s has always been in the focus of the Soviet government, which pursued a policy of deep socio-economic and cultural integration of Soviet peoples via various activities. In particular, it was carried out through the development of historical education (i.e. training local historians), historical research and studies of these regions’ past, due to which the Soviet government could integrate the population of national territories into one cultural and historical community of Soviet peoples. The research is based on the party and government guidelines and decrees as well as on All-Union and regional legislative documents relating to the national policy and organization of higher education and science. An important source is the documents from Siberian local archives: work reports and minutes of meetings of party organizations of national universities, research institutions and their structural divisions as well as documents of local (municipal and regional) authorities. The author uses his own methodology based on the synthesis of three research strategies: the modernization theory, the concept of “centre-periphery relations” and the concept of “internal colonisation” of Siberia. The author concludes that Siberian higher education and research institutions during the Soviet time not only became centres for research, educational and cultural life in their national territories, but also contributed much to the solution of many issues relating the national and cultural development, preparing highly qualified national and organizing historical research in their regions.
