THE ROLE OF INTONATION IN PUBLIC SPEECH

Abstract:
The article discusses intonation tools that perform the function of influencing the public speech of a political leader on the audience. In the given article author examines functions of intonation, and considers different approaches to the problem of intonation in Russian, Kazakh, British and American linguistic schools. Different positions are noted in resolving the issue of the language status of certain functions. Sociolinguistic and intonation aspects of analysis used to have very significant differences in the methods and forms of their implementation. In the Kazakh language in the field of phonetics by means of experimental-phonetic analysis are investigated: sound system of the modern Kazakh political, dialectal phonetic distinctions of the central groups of accent, dialectal features of intonation of politicians of northern and southern part of Kazakhstan, intonation-linguistic nature of communicative types of statement. The rhetorical approach also assumes a special interest in the creative aspect of verbal communication. Public speech is, on the one hand, a socially and culturally determined ritualized form of communication, regulated by the rules and regulations of a centuries-old rhetorical tradition, on the other hand, it is always a new and unique "rhetorical event", which reflects the originality of the author and the uniqueness of each communication situation. The purpose of the public presentation and the situation in which the action takes place determine its structure, as well as the choice of prosodic means of influencing the audience. The structure of a public speech depends on the theme of the speech, the nature and size of the audience, the duration of the speech and a number of others reasons. Speech of politics is the most important means of his communication, both with his electorate and with the entire world community. Adequate knowledge of oral speech, the ability to speak publicly is recognized by many researchers as an important component of human activity on which it can depend the success of the individual, primarily a public and political figure, in the most different life situations. Effective voice communication has a special meaning when people use language for socially significant purposes, and primarily in politics and diplomacy. A comparative approach has also been adopted in more recent studies on speech styles. Author analyzed prosodic features (rhythm, pauses, rate, intonation, emphatic stress) in by three Kazakh speakers. The specificity of the communicative effectiveness of oral political discourse is realized through the complex use of lexical-stylistic and intonation means of influence (high frequency of pragmatic and logical pauses, alternation of fast and slow tempo, use 175 7th SWS International Scientific Conference on Arts and Humanities ISCAH 2020 of tones, changes in volume, features of speech timbre). In General, the perceived aspect of political speech has a positive communicative effect, although certain parameters (timbre, tempo, pronunciation accent) are ambiguously evaluated by representatives of different cultures. In the article results of the comparative analysis of interviews are given. In the article studied only the phonetic features of the president and Kazakh politicians. In addition to the appearance and individual talent that helps him represent the political culture of his country, both extra-linguistic factors and the style of his speech play an important role.
