DIAGNOSIS OF THE MEDICAL SYSTEM OF ROMANIA FROM THE CITIZENS’ PERSPECTIVE - A COMPARISON BETWEEN STATE AND PRIVATE MEDICAL INSTITUTIONS

ABSTRACT
The current study aimed to identify the Romania’s citizen’s choice of medical services and their preferences in terms of medical institution, whether private, state or foreign healthcare units. In this process, the study also revealed the image of Romanian hospitals regarding the quality of the services offered by the medical staff, the quality of the treatment they were offered and their opinions concerning the price they paid for a certain service against what they actually received. To ground the current research Romanian people completed a survey in order to discover their beliefs and opinions toward this matter. The research was conducted in two stages: the first stage was field work in which random people were selected to complete the questionnaire; the second stage took place after 3 months of data collecting and it involved applying the same questionnaire to a number of 200 persons currently working in medical institutions in Romania (private and state). The survey illustrated scenarios of everyday life, in which any person can be found, whether medical personnel or not. The findings revealed the current situation of Romanian citizens, how they are forced to choose a medical treatment without being certain of its outcomes, how they often rely on uncertain sources to pursue medical treatment and how the balance regarding medical costs is often inclined towards bad services at a high price. Seeking to fill a gap in Romanian medical system literature the findings will: (1) reveal how the Romanian hospital’s services are perceived, (2) provide an empirical foundation for further research and development of medical services in Romanian hospitals and (3) offer practical solutions for the application of healthcare reform.
