ABSTRACT

The influence of small and medium enterprises on the economy of various countries of the world is considered. The study examined the dynamics of small and medium-sized business development in Russia and foreign countries, criteria for classifying small and medium-sized businesses. The dynamics of development of small and medium-sized enterprises in foreign countries and in Russia is analyzed. The impact of small and medium-sized businesses on various sectors of the economy is estimated. The problems faced by small and medium-sized businesses in Russia and foreign countries are revealed. The role of the actors in creating new jobs is reflected. Also, the problems faced by a modern entrepreneur are revealed. Countries analyzed and established in the most convenient for doing business. The international programs on support of small and medium business entities were reviewed and evaluated.
The state strives to create the most favorable conditions for the development of SMEs: it introduces preferential taxation regimes, allocates budgetary allocations for business with a socio-economic orientation. Management of economic development of small and medium-sized businesses is an expedient activity of subjects of state and non-state bodies aimed at the effective use of land, fixed assets, working capital and labor resources. Investing part of their savings in the acquisition of new equipment and materials, i.e. Providing the expanded reproduction, the enterprise is interested in reception of economic return in the form of the increased labor productivity, profitability of manufacture and increase in an exit of total production.
The effectiveness of management depends on the application of the most appropriate for the enterprise and management systems, which aim to find the most optimal solution in specific production conditions.
Thus, the further development of a scientifically based framework of managerial activities will lead to a smooth and rhythmic course of all production processes at SMEs in order to satisfy the basic needs of the market, rational use of available economic resources and maximize the profit.
In this research the criteria for subjects of small and medium-sized enterprises is identified by using methods of comparative analysis, indicators of small and medium-sized businesses development and results of rating ease of doing business in different countries were systematized on the basis of scientific knowledge and statistical analysis.
